The key idea is that certain firearms are prohibited because of their design features, specifically short-barreled firearms. A shotgun with a barrel length under 18 inches (or an overall length under 26 inches) falls into the short-barrel category and is heavily regulated or prohibited under many laws. That’s why this weapon is identified as a prohibited weapon: its short barrel places it into a class that requires stringent compliance (registration and tax stamps in the U.S., for example), and possession without that compliance is illegal.

Handguns and rifles can be legally owned with the proper licenses or permits, so they aren’t automatically prohibited. An automatic weapon is also highly restricted and can be illegal to possess without special registration, but the specific feature that makes the observed weapon prohibited in this context is the short barrel length.
